The mental health advocate shall be appointed by and shall serve at the pleasure of the council. The mental health advocate must have been licensed to practice law in this state for at least five years and must be competent to counsel and represent a person found not guilty by reason of insanity at the time of the crime. The salary of the mental health advocate shall be established by the council.
