The multicounty public defender shall be appointed by and shall serve at the pleasure of the council and its director. The multicounty public defender must have been licensed to practice law in this state for at least five years and must be competent to counsel and defend a person charged with a capital felony. The salary of the multicounty public defender shall be established by the council.
