Any action to declare, to protect, or to enforce any rights or duties under this article, brought in the courts of this state, shall be brought in the Superior Court of Fulton County. Any action pertaining to validation of any bonds issued under this article shall likewise be brought in such court, which shall have exclusive original jurisdiction of such actions.
