Action by the authority with respect to any project or combination of projects shall be initiated by the written recommendation of the Commissioner of Agriculture, made after investigation. The Commissioner shall recommend to the authority in writing, with respect to a specific project or group of projects, the undertaking of any action permitted by this article and deemed by the Commissioner to be desirable, in the public interest, and consistent with the purposes of this article. The authority shall consider such request and may by resolution provide for undertaking and financing all or any part of such recommended actions, but it shall be under no duty to undertake or finance any of them.
