The Commissioner is authorized to publicize and request, by means of publication of appropriate notices in the Farmers_and_Consumers Market_Bulletin, contributions to be used exclusively for the compilation, publication, printing, and distribution of the Farmers and_Consumers_Market_Bulletin. Any voluntary contribution made for such purpose shall be received by the Commissioner, shall be separately accounted for, need not be deposited in the state treasury, and shall be used and expended solely for the purpose donated.
