For purposes of this article, the term "eligible student" shall mean a person who:

(1) Is enrolled in or accepted for enrollment in North Georgia College for a minimum of 12 academic hours;

(2) Is or will be a citizen of this state for a period of at least 12 months immediately prior to the date of registration therein; and

(3) Is enrolled in or plans to enroll in the Army Reserve Officers' Training Corps program at North Georgia College.
