The funds necessary for the loans or scholarships provided for by this part and to administer the terms of this part shall come from funds made available to the State Medical Education Board from appropriations to the Department of Community Health for medical scholarships or other purposes. The State Medical Education Board shall be assigned to the Department of Community Health for administrative purposes only, except that such department shall prepare and submit the budget for that board in concurrence with that board.
