An individual who meets any of the following criteria is ineligible for the HOPE teacher's scholarship:

(1) Holding an advanced degree in a critical shortage field and seeking an advanced degree in a new critical shortage field;

(2) Holding a doctorate recognized by the Georgia Professional Standards Commission as Level 7; or

(3) Being ineligible for teacher certification by action of the Georgia Professional Standards Commission.
