The Governor shall have the authority to close any school or institution or any branch or department thereof under the control of the board of regents whenever he shall find in his discretion that the continued operation of any such school or institution or any branch or department thereof is likely to result in or cause violence or public disorder in the community in which such school is situated or that it is necessary to preserve the good order, peace, and dignity of the state or any subdivision thereof.
