Except where prohibited by federal law, rules, or regulations or rules, regulations, or policies of the State Board of Technical and Adult Education, local units of administration shall be authorized to utilize personnel funded under this article to administer and coordinate community education programs and activities as well as to execute their assigned duties and responsibilities related to adult literacy education.
