The council shall conduct a continuing study of the criminal justice field, with particular emphasis on the long-range criminal justice needs of the state. It shall develop criminal justice legislative proposals and is authorized to issue reports and assimilate information concerning its studies, its findings, and its recommendations. The council shall cooperate with departments, agencies, and instrumentalities of the state government and its political subdivisions and all such departments, agencies, and instrumentalities shall cooperate with the council.
