(a) The Commissioner shall be authorized to request information and data from any available source and to request the assistance of accident and sickness insurers and providers of health care services in order to develop the model basic health care plan.

(b) The Commissioner shall be authorized to encourage and promote the marketing of the model basic health insurance policy by accident and sickness insurers in this state.
