(a) The council shall elect a chairman and vice-chairman from its members to serve at the pleasure of the council and may appoint such committees as it considers necessary to carry out its duties.

(b) The council shall meet once each alternate month. Additional meetings may be held on the call of the chairman or at the written request of any three members of the council.

(c) Members of the council shall serve without compensation but each member shall receive the same expense allowance per day as that received by a member of the General Assembly for each day the member of the council is in attendance at a meeting of the council, plus either reimbursement for actual transportation costs while traveling by public carrier or the same mileage allowance for use of a personal car in connection with such attendance as members of the General Assembly receive. Such expense and travel allowances shall be paid in lieu of any per diem, allowance, or other remuneration now received by any councilmember for attendance.
