The Department of Natural Resources is authorized to promulgate such rules and regulations as it may deem advisable to implement the terms of this chapter. The department is authorized to audit, or have audited, any city or county Community Greenspace Trust Fund which receives moneys pursuant to the terms of this chapter, and to investigate the use of such moneys or the use of properties obtained in whole or in part by the use of such moneys.
