(a) The institute shall be under the direction and supervision of the board of the Harold F. Holtz Municipal Training Institute. The board shall have the power and duty to organize and advise the institute so that the institute is operated in accordance with the provisions of this article.

(b) The institute is assigned to the Department of Community Affairs for administrative purposes only, as prescribed in Code Section 50-4-3.
