This article shall be liberally construed to effect the purposes
hereof. Insofar as the provisions of this article may be
inconsistent with the provisions of any local or special amendment
to the Constitution, this article shall control and shall be deemed
to be an exercise of the power to enlarge or restrict the provisions
of such local or special constitutional amendment. |
