( 45-12-32)
The Governor is authorized to promulgate and enforce such emergency
rules and regulations as are necessary to prevent, control, or quell
violence, threatened or actual, during any emergency lawfully
declared by him to exist. In order to protect the public welfare, to
protect the persons and property of citizens against violence, to
prevent damage to public property, and to maintain peace,
tranquility, and good order in the state, such rules and regulations
may control public parks, public buildings, public utilities, or any
other public facility in Georgia and shall regulate the manner of
use, the time of use, and the persons using the facility during any
emergency. Such rules and regulations shall have the force and
effect of law during any emergency and shall remain in effect during
a period of time and in such manner and shall affect such persons,
public buildings, public utilities, and public facilities as in the
judgment of the Governor shall best provide a safeguard for
protection of persons and property where danger and violence exist
or are threatened among the citizens of Georgia. |
