Nothing in Code Sections 46-8-129 through 46-8-131 shall be construed in any way to change the liability of railroad companies for damages to livestock, or to prevent landowners from joining their fences to stock gaps, or to prevent free access from and to the farm crossing. This Code section and Code Sections 46-8-129 through 46-8-131 shall not apply to any roads, ways, or crossings within the limits of any incorporated city.
