Any person initially registering under the International Registration Plan any of the vehicles named in subsection (a), (b), or (c) of Code Section 48-10-2.1 and whose next registration period ends less than 12 months from the date of application or first date of service of such vehicle shall pay a license fee in an amount equal to one-twelfth of the annual license fee provided by this chapter multiplied by the number of months remaining until the end of such next registration period.
