As used in this article, the term: (1) "Council" means the Georgia Child Care Council created pursuant to Code Section 49-5-241. (2) "Federal act" means the Child Care and Development Block Grant
Act of 1990, pursuant to amendments to Chapter 8 of subtitle A of
Title IV of the Omnibus Budget Reconciliation Act of 1981 (P.L.
