The Department of Administrative Services is authorized and directed to formulate a plan of self-insurance for all public school buildings located within the state. The department shall use the data and experience which it has accumulated under the self-insurance program for property belonging to the state to prepare such plan. The same standards utilized by the Department of Administrative Services for insuring state property shall be applied to any self-insurance program established to insure public school buildings.
