(a) The authority shall keep suitable and proper books and records of all receipts, income, and expenditures of every kind.

(b) The authority shall be assigned to the Department of Natural Resources for administrative purposes only pursuant to Code Section 50-4-3. The authority shall each year submit to the Department of Natural Resources and the members of the Department of Natural Resources Board a complete financial disclosure.

(c) The authority shall transfer to the general fund of the state treasury any funds of the authority determined by the authority to be in excess of those needed for the corporate purposes of the authority.
