The Office of Treasury and Fiscal Services and its director shall be in all respects the successor agency to, and shall assume all the powers and duties of, the former Fiscal Division of the Department of Administrative Services and its director. Without limiting the generality of the foregoing, the director of the Office of Treasury and Fiscal Services shall serve as a member of the Georgia State Financing and Investment Commission; and for that purpose the director of the Office of Treasury and Fiscal Services shall also be designated as the director of the Fiscal Division of the Department of Administrative Services.
