The commissioner of community affairs may appoint employees as may be necessary to implement such powers and duties as are described by this article. The employees of the Office of Rural Development shall be unclassified positions for the purposes of the state merit system and shall serve at the pleasure of the commissioner of community affairs. The commissioner of community affairs shall describe the duties and fix the compensation for all such employees.
