A commission shall be, for its area, a regional development center as defined in and with all the powers, duties, and obligations of a regional development center set forth in Article 2 of this chapter and any other law of general application pertaining to regional development centers on July 1, 1989; and in addition shall have all of the other powers, duties, and obligations set forth in this article.
